Former Prime Minister Han Duck-soo declared his candidacy for the presidential election at the National Assembly on May 2. He promised a constitutional reform that includes checks, balances and decentralization. His three main campaign pledges were constitutional reform, trade and diplomacy, and national unity.
Former Prime Minister Han said, "The world is in a period of great transformation, where the trade order is rapidly changing and the international order is in flux. In Korea, conflicts and divisions are shaking the foundation of the community."

He said, "Political battles have reached a dangerous level. If politics does not change, people's lives and the economy will suffer. We must not allow the results we have fought for to collapse irresponsibly."
He added, "My conscience and common sense could not be convinced. I decided to find out what I could do for the country I love. I will do everything in my power to be chosen by the people."
Former Prime Minister Han continued, "If I become President, I will create a constitutional body on the first day of my term. In my third year in office, I will hold general and presidential elections under the new constitution, and then immediately step down."
"I will constantly meet, ask, and listen to the growth of our economy, the happiness of our people, and the new era we must enter. We will succeed in reforming the Constitution through the eyes of the people."
Finally, he said, "Integration is win-win. None of what we have accomplished is the work of any one faction alone. The fruits should go to everyone,“ he said, adding, ”I will find people who can work well with the people in all areas of society and form a cabinet."
